The more revealing questions are who is actually using the system, what work it changes, what data it can touch, what outcomes have been measured, and whether the rollout is moving from trial novelty into repeatable operating behavior.

Read the Bridge From Trial to Production
A serious rollout usually leaves a trail between early experimentation and wider operating use. Japan's Digital Agency is useful here because it has published not only guidance but also internal-use results and environment-building work around generative AI. Its 2024 work-use report describes 544 registered users, about 45,000 total uses, and 85 applications created during the program period, while also showing what kinds of workflow problems staff actually tried to solve.5
That kind of disclosure is more meaningful than saying "government is testing AI." It reveals whether staff are adopting the tool voluntarily, whether apps are being created, and whether the system is moving toward a larger government AI environment rather than stopping at experimentation.
What Weak Rollout Signals Look Like
